OVERVIEW:
The Bayou des Glaises Cultural District, in conjunction with the Atchafalaya National Heritage Area, is seeking proposals from qualified artists to bring activation, energy, color, and beauty into the Bayou des Glaises Cultural District by commissioning a piece of 2D public art. The form and content of the art must contain the word “Atchafalaya” and reflect the local community through art. The project is intended to be artist-led and challenges the artist to think creatively in telling the story of the local community’s relationship to the Atchafalaya River. Artists may discuss conceptual designs with the Art Jury prior to submission of the final presentation.
THE SITE:
Project will be located in Simmesport, Louisiana in front of the Simmesport Branch of the Avoyelles Parish Library on a free-standing structure. (see photo below for details)
SCOPE OF WORK:
The development and design of the artwork should consider the following:

The size of the project is expected to be 4'x8'. However, this is open to discussion based on artist proposals.
Project should be semi-permanent in nature and able to withstand varying weather conditions.
Project may use exterior mural quality paints or be printed graphically on a vinyl wall adhesive
Project should adhere to the RFQ as stated above
Projects should reflect the community in which it is located and encourage a sense of place.
Project should encourage interaction with site when installed.
Artists must adhere to concept as approved by the Art Jury. Any deviations or proposed changes should first be consulted with the Art Jury.
Artist must be present at and assist in the production of the artwork on site.
Artist must be present at the unveiling which date will be mutually agreed upon with the Artist, city officials, and Atchafalaya National Heritage Area.
BUDGET:
The completed project will not exceed $4,000. The total project budget must cover all services from development through final completion. This includes but is not limited to artist fees, travel, community meetings, materials, design, installation, transportation, project coordination, and other direct costs.
SELECTION PROCESS:
Artist will submit qualifications by sending required documents via email to Natalie Roblin at bdgculturaldistrict@gmail.com
Art Jury reviews all submissions and selects three finalists. The Art Jury may include (but is not limited to):
City town/mayor
Local artist
City/town official
Cultural District Liaison
Louisiana Division of the Arts staff member
Atchafalaya National Heritage staff member
Finalists may be invited to interviews/final presentations.
Art Jury will select one artists to be awarded the commission grant.
EVALUATION CRITERIA:
Artist excellence and originality as evidenced by the representations of past work images and other supporting materials.
Appropriateness of artist’s medium, style, and previous experience as they relate to the project goal/setting.
Ability to create site-specific or site-reactive works
Availability to participate in the design and implementation of the project as required.
The Jury may also give preference to region-based artists or artists with connections to the local community. Local residency is preferred, but not required.
ELIGIBILITY:
Artists from all backgrounds are encouraged to apply.
Demonstrated experience with executing art in the 2D public art realm ideal but not required.
Artist must be a Louisiana resident.

NOTIFICATIONS AND PROPOSALS:
Notifications of award will be issued in late September. A full timeline will be provided to chosen artist and a professional services agreement with the Bayou des Glaises Cultural District will be required.
The proposal must include the concept, materials, size, installation requirements, details of maintenance, and budget.
All proposed documents, including the renderings, will become the property of the Bayou des Glaises Cultural District and will be used for educational and/or promotional purposes. Each artists’s proposal and/or renderings may be exhibited for the Jury and community consideration.
